France ranks 13th worldwide for logistics performance

The World Bank has finally updated its LPI (Logistics Performance Index) after five years, from 2018 to 2023. Over this period, France has moved up three places, from 16th to 13th.

Faced with these mixed results, Union TLF is calling for greater public policy efforts to strengthen France’s logistics position.

Methodology and challenges

The World Bank’s LPI index evaluates logistics performance based on criteria such as the efficiency of customs processes, the quality of infrastructure, the ability to ship at competitive prices, the quality of logistics services, the ability to track and trace shipments, and on-time delivery.

The five-year postponement of the ranking is explained by the Covid-19 pandemic and the introduction of a new methodology, which now includes data from visibility platforms to assess domestic market performance. For Union TLF, France must continue its efforts to improve its logistics competitiveness.

The recommendations set out in the Daher-Hémar report in 2019 remain valid: facilitating cross-border trade, encouraging logistics professions, investing more in port services and enhancing their reliability, facilitating the establishment of warehouses and aligning the operating conditions of French road transport with those of Germany and the Netherlands.

The aim remains to consolidate France’s logistics position on the international stage.
